Seems like a great module for what I'm doing, and it's an amazingly small amount of code. Is there any way to confirm whether it's working or not? I'm not clear on what type of performance boost I should be expecting, etc. So I really have no idea if it's working. Any tips?

You should use a webpage speed test tool. Run the test before you configure the blocks, configure the blocks, then run the test again.

I think this answer should be sufficient, can also use any web browser testing tool and compare times before and after.

Block cache usually is significant speed up.
