Since all page nodes, for example, go through page_node_form, Blame will show the nid, vid, and everything else, as a diff any time a node is saved (unless the same node is saved consecutively).

Confirmed. This was an oversight in the original implementation of this module. The new releases coming out soon will address this issue more accurately. Marking issue as "needs work" and will update when new released code is live and this issue is resolved.

This is addressed in the 7.x-2.x branch by comparing form_id and location (path).
