Both custom menu items and the default navigation menu item for Biblio fail to show up in the (main) menu if the user is not authenticated. There seems to be no way to change this.

I want to be able to link unauthenticated users to a list of publications on the site.

I'm using -dev because citeproc wasn't working with 1.x-rc7.
