What happened to BibTex import on node/add form?

I just upgraded from 1.5 to 2.x-dev (to get around a maxlength issue for the abstract field when importing with BibTex), and I see that the textarea for pasting BibTex records is no longer displayed on the node/add form. I found admin/biblio/import but I don't yet see how a users who don't have the "admin biblio" permission can do their own import. Has this been removed? Is there any discussion about it kicking around?

I looked around the issue queue but couldn't find the right search terms or it's not there.
