Hello,

You can not set view bean permission for anonymous users, because of permission name "view any $bean_type_name bean", contains keyword "any", which makes permission checkbox disabled (see attached screenshot).

I suggest remove any keyword, patch attached in first comment.

That's interesting. I haven't seen that behavior before. Do you have any extra modules enabled? Perhaps a change in core that caused this.

I'm sorry for that.
You are right, that is because I'm working with Acquia Gardens profile and they are altering that page, where disable all checkboxes with "any" keyword to prevent user mistakes, when you can grant some administrative permission for anonymous :)
