lil.destro commentedBasic uses a "content first" layout which outputs the content area above the sidebars. When viewed in smaller browsers the sidebars collapse into the order that they are printed on the page. In order to have the page collapse with the sidebars above the content you will need to edit the layout of the page.tpl.php. the "sidebar_first" and "sidebar_second" will need to appear above .
Alternatively you can use CSS and @media queries to hide and show a duplicate menu placed above the content area based on browser size.

However, even that page notes that your legacy support will suck if you rely on this.
(You should use lil.destro's approach. Don't be clever.)
