Problem/Motivation

Basic question - Trying to return a result using PHP and my setup doesn't show an "Evaluate PHP in pattern" box - is there something somewhere I need to turn on or include in my D9 setup to have that show up?

I only have "Remove Special Characters" and "Re-save"

Thanks!

The PHP filter was removed from Drupal core. It's a security risk. I'm fairly certain the option won't be added. If you need to use PHP, the proper solution is to create a custom module.

You can implement alter hooks such as hook_form_FORM_ID_alter() to alter the node add/edit form and set the title on save.
