When I try to download the theme with drush using windows 7 and Git Bash Shell I get the following:

$ drush dl arctic
No release history was found for the requested project (arctic). [warning]

$ drush dl artic-7.x-1.3
No release history was found for the requested project (artic). [warning]

$ drush dl artic --select
No release history was found for the requested project (artic). [warning]
