I've been looking for somthing like this and glad to have found it, although i ran into some problems while testing it out, it seems the app bar won't display for anonymous users and i have made sure the permisson was given.. any ideas what might this be?

I'm using drupal 6.13

Displaying the Appbar for anonymous users is problematic for a number of reasons, not least that it's quite difficult if not impossible to tell if an alert has been read for any given user, so I've decided not to support that functionality.

In a custom module you can:

1) Override theme_appbar_bar(), and
2) implement hook_init()

I've implemented an Appbar region specifically aimed at anonymous users in custom code this way.
