Our intranet administrator (who unfortunately is not a Drupal expert) has managed to get the Answers module working within our theme (which I think is a custom one), but the voting widget doesn't appear after the answer(s) -- is it supposed to appear by default or does it need to be turned on in a configuration setting for the module?

Yes.

Authenticated users are intended to be able to vote by default.

The permissions are under "admin/structure/rate/1/edit".

The problem may have to do with the custom theme. For a quick check on that, you could enable the default theme (Bartik), take a look to see if the rating widget appears, and then re-enable your custom theme.
