Provide some option to turn off the annotate field either on an individual user basis or globally but without disabling the module itself.

Sometimes its nice to see a page without the text area, especially when checking for format. Maybe an alternative would be to provide 'annotate' via a tab

When, with the latest version, the node type is not allowed to have an annotation, you can simulate this. And you won't loose your annotations either ... which should be considered a bug.

Better advice is to theme annotation but that is another feature request.
