The attached patch improves the display for navigation menus if also contextual links are enabled.

This patch failed for me for some reason, but I will make the changes manually on the next release. Thank you for bringing this to my attention.

I have pushed these fixes to the latest dev release. I am going to try and clean up the issue queue and release 7.x-1.4 today yet. These fixes will be available in that full release also.
