When you change the number of seats it initially changes the number of seats displayed, but reverts the seats field thus subsequent actions keep reverting back to the number of seats originally submitted on the form.

This resolves the problem, which again is because allocated_seating_seat_design_process() gets ran twice during the AHAH process.
