put queue edit form and jobs list together as menu tabs [#2925824]

It would be nice if these were tabs together, so you don't have to go via the main admin list of queues to get from one to the other.

Might be cleanest if the paths change:

admin/config/system/queues/manage/ID
admin/config/system/queues/jobs/ID

to:

admin/config/system/queues/manage/ID/edit
admin/config/system/queues/manage/ID/jobs

I tried playing with this, but couldn't get the tabs to show up (also tried % instead of %advancedqueue_queue in the views url). Dropping for now.

In that case, let's scale this back to just the tabs and leave the paths alone. They can always be changed later.
