Create a cache for inline CSS/JS compression [#1169028]

right now we have to re-compress it on every page load; kinda slow if you ask me.

safest way to do this is to md5 the contents, use that as part of the cache key.

Page generation time for advagg with this patch is cut from 150ms to 60ms. It has been committed.
