Move adminrole menu item from "site configuration" to "user management"

The site configuration menu gets very big, and User management remains pretty small.

An alternative, which might be much better, is to hook into the Roles form and make it possible to select the adminrole there, then no extra menus, and you can do the action where it is needed.
