https://adminlte.io/themes/v4/docs/customization.html documents some CSS variables. Maybe they could be administered in the theme settings like other modules do, using a color picker?

For more advanced cases https://www.drupal.org/project/adminlte/issues/3608659 should be able to override them.

I think some of the bootstrap5 settings now need to be sorted out: #3609244: Replace deprecated Stable9 Base theme (with a Bootstrap Base Theme)
