Seems there is missed "access" check to access the configuration page - "/admin/config/user-interface/adminic-toolbar".
Anonymous users can view current configuration (NOK) , but can not change it (OK).

It is fixed now in https://www.drupal.org/project/adminic_toolbar/releases/8.x-1.0-alpha5 release.
