Add re-index menu [#3486841]

Problem/Motivation

When you need to perform searches in the system but not all elements are indexed, you must first index the content. To do this, navigate to Administration > Configuration > Search and Metadata. After indexing, run the cron job separately to ensure that all elements are fully indexed.

Proposed resolution

Having functionality that allows you to do both tasks with a single click would save time, allowing you to focus on finding solutions to more important issues.
