The "Admin Toolbar Extra Tools administration pages" section at /admin/help/admin_toolbar_tools seems somewhat out of place to me. When adding in the new HELP feature at #2713899: Update Admin Toolbar HELP I actually wanted to just remove it, but since it looks like someone put a lot of work into it, I thought it best to throw it out for discussion.

I want to research this sort of feature a bit more before I come to any conclusions or make any recomendations. At any rate, if its not removed, then it could be cleaned up a bit so that it presents itself a little nicer and is kind of wrapped in some explanitory text to let users know what these links are, why they are there, etc.

Keep in mind that a tour feature is in the planning mode, and will be located at the end of the help section.

Before the tour is setup, we kind of need to decide what to do about this part.
