Admin menu on homepage is glitching

Two things:

1. On my homepage, and only my homepage, the admin menu has a height of about twice its usual height.

2. On non-admin pages, the admin menu does not obey the "stay at the top of the page" setting. It does obey it on /admin/* pages.

Would appreciate help on both questions, but particularly the first. The second issue is only a problem on Firefox.
