I first filed #372856: Implementation of hook_admin_menu to add devel links, and it was pointed out that the devel module already creates a custom menu. So, rather than implementing hook_admin_menu, it would make more sense for the admin menu to provide a UI that allows users to select existing menus to add on to their admin menu.

This is a duplicate of #293768: Allow to enable/disable menu additions and also #276751: Allow to alter/customize/add links in administration menu.

When the first of both issues is implemented, we'll probably outsource the entire Devel module integration into Devel module. All of the existing features for Devel have been implemented on behalf of Devel module thus far.
