Drupal 7.67 - "You have not created any content types yet"

the error occurred today and I believe it might be hiding inside this module

it is only a hunch, I wish I had better trouble-shooting skills to report better details to you

while this bug was active, I went to /#overlay=admin/config - and over a dozen modules were missing from the display too --- no one reported noticing this

when I reversed my steps from the comments in the above thread -- all content types (Add) reappeared as well as the missing modules menu items in admin/config returned to use

if I was a braver person, I would see if I could reproduce it --- but the site went live Saturday and I'm still calming down :)
