As an admin it would be more useful if the link from the admin menu would go to admin/people instead of admin/people/people, which is a dummy path anyway.
Because the admin menu links to the wrong url, the view which has been replaced by admin views is not shown.

I tested the patch and it works.

Using 7.x-3.x-dev dated 2015-Mar-20 I do not see this issue. The link points to /admin/people so this patch is not required and this issue should be closed.
