This module is intended for administrative users, not for regular/anonymous users.
How to make it to use for regular/anonymous users?
is there a similar module which would work out of the box for my purpose?

HypervisedEd commentedkaizerking: I think what your looking for is help with creating menus for your site. You should probably sit down and read the Drupal Handbook, specifically the "Structure Guide". Here is a link to get you started: http://drupal.org/documentation/structure
The administration menu is more geared towards those who administrate a Drupal site (hence the name). It is theoretically possible to give administration menu access to anonymous users as it would simply display the buttons in the toolbar that they would have access to. If you would like to read up more on how to do this I suggest to study the "Administration & Security" section of the Drupal Handbook which you can read at this link: http://drupal.org/documentation/administer

sunadmin_menu actually works for anonymous users, they just need to have the appropriate administrative permissions.
But normally that's not something you want to do, because that means that *anyone* can administer your site. ;)

kaizerking commentedI think i could not resist the comfort of amin menu,
i am interested in this because of it's 'tree' look and toggle which makes the top bar visible.
in some cases where we have overlay working then the navigation links on the overlay wont be visible if we have tool bar menu. so hence i requested this.
any way thanks for taking time to answer.
