ica commentedjust some addition to the issue above
the given role 'editor' have access to create content but not full access to the administration pages
when a full access of (-access administration pages) given to the new 'editors' role, Administration Menu' appears but this option is no desirable that given all access to full (-access administration pages)
note- I presume the issue not related to the browser, platform or theme as i checked it different browsers+themes on macOS platform
Comment #2
sunAdmin menu is currently displayed only, if a user has the permission "access administration pages".
Attached patch introduces a new permission "access administration menu".
However, I'm not sure, if introducing that permission makes really sense. Use cases and votes are greatly appreciated.

keesje commentedVote up, big time.
I would like to see this.
Example: I have an E-commerce project, I want the shop manager to access the shop administration, but not the site administration using admin_menu. This would be neat and useful.

seutje commentedno idea how u got to this conclusion, but these 2 issues are by far not duplicate
one was the issue of ppl not seeing the admin menu at all and the other is an issue of ppl seeing too many options they don't even have access to :/
