My parent admin menu items have been replaced with one single one called 'Add a new rule'. When I hover over that the normal Admin menu appears.

Not really sure what I might have done to cause this. Anyone have an idea?

I've attached a screenshot of what it looks like.

Possibly caused by Rules module. Try the Wipe&Rebuild button on the settings page. Or uninstall and re-install.
