Color scheme selector box does not show

The color scheme selector box does not appear and the color wheel does nothing to select or display the color for manual insertion ( I had a previous version using the 2.0 project which had it and it worked - but blocks did not and I am now on 9.3.6 )

If I manually put in a hex number for a color - it does not save - nor change.
