I good feature for any kind of advertising 'module' is to have the banners rotate w/o having to refresh the page.

Is there any plans to implement such a feature?

This could be accomplished with JavaScript. That said, I've no interest in non-static ads personally, so this is nothing I intend to implement. That said, I would accept a well written patch.
