The description of view activity_batch_controls reads "admins only"
However access to the view is currently unrestricted. Is that intentional?

Ya thats a bug. you can change it real quick by editing the view and changing the access handler.

This will not be fixed as it is an exercise to the user of a system. The access controls could be different on any system for this view.
