I need to allow users to request for access to a node, which can be either approved or denied by the administrator.
Three Questions:
1) Does anyone know if this function exists in some other module that allows for per-user per-node level access?
2) If not, should this be built in to ACL or be a separate module? (I can code it, either way)
3) Should I ask this question somewhere else (pretty new to the drupal forms) .
Thanks all

salvis1) The content_access.module does this (with the help of ACL). I don't know how stable its D7 version is though. CA also exposes this functionality to rules.module (at least the D6 version did).
2) ACL is an API module. It provides well-behaved and stable services that can be used and shared by modules that implement whatever GUI they need. There is no one GUI that could work for a majority of ACL clients, and for that reason, ACL has no GUI at all. So, yes, code your own module on top of ACL.
3) http://drupal.org/project/content_access, http://drupal.org/project/rules, maybe http://drupal.org/project/flexiaccess
Devel Node Access (http://drupal.org/project/devel) is your friend. http://drupal.org/project/forum_access has all the pieces you need in order to integrate ACL.
