Some tests that deal with document-level accessibility are not required for CMS content; however, are necessary in certain scenarios and for the accessible_content_themer module. This is a feature request to allow admin to set a site-wide setting to disable tests where cms_mode = FALSE.

Added feature to support turning off tests if they are not listed in QUAIL as being in 'CMS Mode'. This is visible as an option to turn on and off at the node-type form.

You will need to download the newest version of the QUAIL library (0.1.9) to make this work.
Fixed in 6.x branch.
