Congressional districts (although they are about to change) are a good start, but we need modules of counties for each state that would populate subsites for each county, complete with support for forums, calendars, and other functions to be administered by local chairpersons in each county.

Perhaps someone else has done this, but so far I have not found them in searches.

We are seeking a solution for national organizations with state and county chapters.

Great plans. But this is waaaaay beyond CDSunlight. You wouldn't want one mega module to do all of this anyway (you'd be the only one that would use it). You'll need to look at integrating CDSunlight with several of the other generic Drupal tools (Organic Groups, CCK, Date, etc.).

Not sure where to get the county data from, Sunlight does not provide that info.

I get the impression that you may be wanting to build something that is quite beyond your current Drupal abilities. If you need help planning and building there are several full-service Drupal shops out there of which Advomatic is one of.

It starts with a map of the U.S. Click on a state and one gets all the counties in that state. Then click on a county to get the county page.
