dalinGreat plans. But this is waaaaay beyond CDSunlight. You wouldn't want one mega module to do all of this anyway (you'd be the only one that would use it). You'll need to look at integrating CDSunlight with several of the other generic Drupal tools (Organic Groups, CCK, Date, etc.).
Not sure where to get the county data from, Sunlight does not provide that info.

dalinI get the impression that you may be wanting to build something that is quite beyond your current Drupal abilities. If you need help planning and building there are several full-service Drupal shops out there of which Advomatic is one of.

For example, using Zoomla we have http://www.givemeliberty.org/#states but there was a lot of manual work involved in doing that one. It starts with a map of the U.S. Click on a state and one gets all the counties in that state. Then click on a county to get the county page. But that one doesn't have calendars and forums for each county,
It would be used by any of many national organizations with state and county chapters, such as political parties, pressure groups, and other civic organizations.
