The title says it all. This modification allows the 'usemap' attribute to not be stripped out when editing an image (with the advimage plugin turned on) with an attached image map, making people with image maps happy.

This should have been "needs review", "patch (to be ported)" means there's already an approved patch for the latest version but it may need to be ported to other branches.
