Why are languages translations strings in Drupal stored on the databases rather on an Xml or Php file?
Couldn't this affect speed or create overhead for the system.

My answer is: Advantages are
My answer is: Advantages are easy implementation and flexibility(people can make translations on-the-fly). May be this approach has some overhead, but it works. Do you want to implement translations in a better way?
