I'd like to add a bit of text to the login block, informing users as to benefits of registering. Is there any way to do this without changing code?

nope, but...
Long ago I posted an issue for this, but I haven't followed up on it.
What I sometimes do is create a custom (new) block and put what I want in it. You can do a cut and paste for the rendered content in the current login block (from the source of one of your pages) and then add what you want.
Put it on a separate page !
Another way would be to put the login block to the main content area of a separate page instead of the sidebars.
There you have pretty much place for your informations and you don't need to hack anything ;-)
I tried this out on my test site and it worked fine.
