Problem/Motivation

Due to API issues, the migration logic needs to be moved into a submodule.

Proposed resolution

Move the migration logic into metatag_migrate.
Add an update script that checks if the migrate module is enabled, if so then also enable metatag_migrate.

Make the changes.

This is excellent work, thank you. The README.md changes need a small tweak to wrap the lines (to match the rest of the file), but otherwise it's ready to go.
