This could be moved into a separate module that someone who uses Page Manager could maintain.

This has lead to #3633739: The deprecation template must contain the "%service_id%" placeholder..

I see nothing in the page_manager project that suggests it is deprecated. That suggests to me that this issue is premature.

The Page Manager integration could be moved into Page Manager directly, if the module isn't going away after all.
