Because this is not a policy change, just a fix for actually publishing the doc, going to be bold and merge.

Hm... it now appears: https://project.pages.drupalcode.org/governance/

But maybe it should have a sub-directory of some kind for this kind of content? I'm not sure what. At least it is now in the official place.

@hestenet, thanks for the commit.

I also considered a sub-directory but couldn't think of a category for this one doc or it plus the standing orders. In the end, I decided that making this available was more important than structure. And I still haven't thought of anything better that what we have now.

Hopefully, after more people look at the docs someone will come up with an idea for improving the structure. Leaving this open would make sense in a more active queue but there is a small number of people who look here or review the issues. We may get an idea by asking somewhere in Slack or just waiting for someone to make a suggestion in Slack or making an issue.

So, like @hestenet, I am going to be bold and closing this as fixed.
