Problem/Motivation

In #3567696: Translation issues we added three new date formats, and kept the manual, conditional logic on when to use theme. This effectively duplicates logic already available within the Smart Date formatter, and isn't (yet) translatable through the UI.

Proposed resolution

Provide a single (translatable) smart_date_format and apply it unconditionally using the Smart Date manager service.
