Problem/Motivation

With the removal of raw some elements have needed refinement to pass HTML.

Steps to reproduce

Use a form element with suffix or prefix. Note the HTML is printed to the screen not rendered.

Proposed resolution

1. Add prefix and suffix to markup render elements.

@danielgry this is ready for QA, you will need to edit or create a webform and add html prefix and suffix to the form element.
