Update default moderation state

Problem/Motivation

When creating a new node, the default moderation state is Published, it should be Draft. Existing nodes, when edited, should be the state they are currently in when opened to edit.

Steps to reproduce (new node)

1. Create a new Page
2. Observe the default moderation state, it's Published

Steps to reproduce (existing node)

1. Open an existing Page
2. Observe the current moderation state the page is in, and also the state the moderation dropdown is in

Proposed resolution

For new nodes, the default state should be Draft.
For existing nodes, when opened to edit, the moderation dropdown should default to the current moderation state of the node.
