Problem/Motivation

In \Drupal\migrate\ProcessPluginBase::stopPipeline calls should return NULL it was suggested we should upgrade the core version requirement to 10.3. As that hasn't been committed yet and Drupal 10.4 is EOL tomorrow, I suggest tackling the version issues separately so as not to sidetrack the other one, as they are not really related.
