Problem/Motivation

We want to make sure a site manager, without the need for administer permissions, is able to influence what/if group types a verified user can create.

No additional permissions or anything required, the only thing it does it allows to decide if VU can actually create Groups of a certain Group type and adds this to the Social Group Settings form (already existing), with some CSS and JS love
