Install only: Ensure all permissions for anonymous users are granted

Problem/Motivation

We want to make sure our anonymous user permissions are granted correctly, only for new installations, we don't want to create regression. So we assign/re-assign or remove permissions where necessary.
These roles are intended to be managed by the product of Open Social and what we allow them to be, (we advise you to create your own roles if you like to see it otherwise).
