File an issue in the project's queue, using Support request as a category and stating your interest in taking over the project namespace. Point out the motivation behind your request.
For the title, use Taking over the [PROJECT_NAME] namespace. (Replace [PROJECT_NAME] with the project name shown on the project page, not its machine name.) By putting the project name in the title, people reading posts via the global tracker will notice the issue.
I would like to use this namespace for a Site Template to be released in the Drupal.org Marketplace trial which will be at DrupalCon Chicago 2026.
If you are ok with this, please comment on this issue that you approve the transfer of the namespace to me.

I have had no response via email or on the issue from the project maintainer after 14 days.
