Problem/Motivation

file_validate_image was removed in D11 but is still in use as an upload validator on the 'background image' field on the theme settings form

Steps to reproduce

Visit the theme settings page, scroll to the components vertical tabs and click the 'footer' tab. Upload a background image and submit the form.

Verified and tested on latest dev version

Testing Results:
1. Verified that images that are uploaded as a footer background image now correctly update the footer on the FE
