Upon investigation, in https://github.com/civictheme/docs

the file was deleted in commit 58072799cd94fee19851c88b34df724c7ea0bdf0 on March 27, 2024, with commit message "GITBOOK-173: No subject"

I added the documentation to upgrade CivicTheme for GovCMS SaaS (for sites with config import enabled).
