Problem/Motivation

Regression testing of CivicTheme SDC has turned up an error with the back to top button:

Back to top should have a white border:
Back to top

But instead after SDC:
Back to top

Proposed resolution

The order of loading has changed with SDC, we need to take this into account to get the right styles showing for the back to top button.

1. Confirmed the white border styling for the 'Back to top' button is present again
