All tests on other issues are failing because of the action test (action module was removed from core). As this seems to solve the issue based on the green tests, it would be good for this MR to get merged so other tests can be re-run. Before merging a re-run of test would probably be good (pushing an empty commit to trigger tests). Setting to RTBC.
